Chael Sonnen is, as people are saying, the obvious choice. Other than that I don't know if there's anyone I'd really want in there (not sure I want Chael either, it's funnier with those kind of promos in real sports).
As for the mentioning of Anderson Silva, he's one of the best examples of that an amazing fighter doesn't have to look, or sound, intimidating. The guys getting off on muscular men would cry if he came in.

Yeah, Anderson Silva would never suit Vince's plans and prototype. For the same reason, he cannot have Silva in and make his bodybuilders lose to him, even in the light heavyweight division.

Chael Sonnen n Rampage. Anderson Silva da G.O.A.T., but Vince would never put him in the main event cuz of his shakey english, his voice, and his look, and Anderson fucking Silva being a midcarder would be sick and wrong, and it aint somethin i wanna see, b.

Josh Barnett, naturally. Big guy with charisma, mic skills and a ton of pro wrestling experience.
Chael would be a great fit on the mic, but he's also 35 years old with no pro wrestling experience.

Chael Sonnen, Rampage Jackson, Frank Mir and Fedor Emilianenko. I would also say Bob Sapp, but he was a pro wrestler before, so I guess he doesn't count.
