At pro wrestling yes, pro wrestling is everything from mic skills to how you play the crowd to telling a story as well as in ring work. If your going on just in ring skills Hart is still the best everything looked smooth real and as the match went on he always played being tired or injured from a move perfectly.
It's all matter of opinion. Nobody told a story better than HBK. Hart in his prime was technically flawless and a better wrestler than Shawn Michaels at that time, but Shawn surpassed him as a ringworker during his 2002-2010 run imo.
Austin as a total package is arguably better than Shawn just based on mic skills, but Undertaker? I just don't see what everyone else does in him. He's pure gimmick. He's a great wrestler with average mic skills. Shawn is an amazing wrestler with good mic skills. He's just better than Undertaker in every way, and if people didn't hate him due to personal backstage bullshit I doubt it'd even be up for debate.
