There are many reasons it was so big. The main one being is that it was the first time in the history of the business that the business aspect was shown to the fan.

Also, anyone that thinks it was a work is retarded. Picture this, Bret says to Vince, "hey, instead of me ending my career with you on good terms, the company I've been with for 14 years, let's set up a screw job. I'll act bitter about it for 13 years straight after it happens, and pretend that I hate Shawn even though we're bff's and he never did anything wrong backstage. This way, I can get a major concussion in WCW that will force me to retire, then I'll act bitter at the whole wrestling world and air my greavances out in a book I'm going to call Hitman. I'll also get a real stroke and almost die, and pretend that it really hurt both me and my pride, and write about that too. While I don't agree the incident was overrated, I do think the op's perspective on the relationship between Bret and Shawn is pretty spot on. Watching them both cry about it on that Greatest Rivalries DVD was embarrassing.

Shawn wasn't crying, he was trying his hardest to get his lazy eye to look straight into the camera, which made it appear as tears, but really HBK was just in pain from trying to focus that thing straight ahead. JR tried to get him to do the rest of the interview like this but the Heartbreak Kid refused to job to anyone, even his own eye, again after his retirement

It was in your words "overrated" because it actually was important. Bret was no saint, but HBK was on drugs and Hart felt he didn't deserve the belt. HBK only wrestled a few more matches afterwords, before disappearing for 4 years.
It was important for several reasons. It was the start of the Vince McMahon as a top heel, which was massively successful for the WWE.
I was the start of the Attitude Era taking over the old era, which launched stars such as Austin and the Rock. The WWE finally toppled WCW during this time.
It exposed the booking backstage, by making mention the screw job was not pre-planned, it announced other things were pre planned.
Fans expect a true finish to a match. They felt betrayed, even though it's not the first screwjob finish. This was the most famous of all screwjob finishes. Why would anyone want to remember Wendy Ricter.
