Why did WWF choose to do Flair vs. Savage at 'Mania 8, instead of Flair vs. Hogan?

I've always wondered about this. Hogan was a much bigger star than Savage. While I know that Flair vs. Hogan wouldn't have been anywhere close to Flair vs. Savage in match quality, it would just have been that much bigger. And it would certainly have been bigger than Hogan vs. Sid. So why exactly did they go that way?

I know that they originally wanted to do Flair vs. Hogan, but I'm asking why did they not do it. What was the backstage reason for it?

Hogan was loosing popularity because of the drug scandal,maybe Vince wanted to be on the safe side and preffered Savage because of his smaller size.

Because they were saving it for Wrestlemania IX. Simple as that. They wanted to have a long, drawn-out feud between Flair and Hogan that consumed most of 1992 and early 93, but Flair bailed and went back to WCW. It was a gamble Vince made that definitely bit him in the ass.

They were getting ready for it though. Hogan and Flair actually had several matches at house shows and such while in WWE to build their chemistry, but Vince waited too long to pull the trigger.

And it really had nothing to do with Hogan's supposed "declining popularity" as WWE likes to put it, because if that was the case, why were they still clinging to Hogan in 93 by putting the title on him again at WMIX for practically no reason at all and nearly squashing Yokozuna and Bret Hart in the process? It was just desperation on Vince's part.

Which is also probably why they made WMIX an overly-gimmicky event to compensate for what they originally wanted it to be. That's just pure spiteful speculation though, because I always found that Egyptian Mania to be fucking retarded.

Indeed, that is a good question. I googled it and found some storys about Hogan not wanting to loose against Flair in differnent places. According to the rumors Hogan wanted to win via pinfall and retire with the belt, Vince didn't like the idea and changed the main event.
Ric Flair is not mentioning it in his book, in an Interview from 2001 Flair was asked why the match didn't happen and he responded that Vince will kill him if he will answer that question.
