It certainly does. Vince clearly thinks very highly of him because he's the only guy bringing the ratings on ECW now. There's no way he would trust Swagger and Henry to do THAT on their own.

Regal
Burchill
Dreamer (occasionally)

Along with possibly coming in:
Sheamus O Shaunnesy
Gregory Helms (as a wrestler)
Eric Escobar
Drew McIntyre
and Kaval and Joe Hennig (when they are Healthy)

There's some damn good quality back right there.

With this change I will actually watch ECW now because of one person and that is William Regal the most underrated guy maybe on the WWE roster. It will be fun if they actually allow him to work and give him an opportunity to show off what he is still capable of doing. A great WWE match that I always remember Regal by is the one with Benoit on Velocity. If you have not see it, it is a true classic for a TV match.One of the best I have ever seen.

I think also people will be happy with Shelton going back to the land of Extreme. I hope since the brand change will give him a new persona and let him work as a face rather then a heel. I think he could get really over with his great athleticism and some great high spots he is willing to take. I think the developmental program could really get him over and maybe make him into what he was back in the day in 04 ish.

Here's my take on the mini draft:

RAW:
Gail Kim- gives the division a solid face. good wrestling skills.
Alicia Fox- not really sure to make of this???
Swagger- top level heel, hopefully will not be held back. big time ability.
Bourne- high flyer and good face that should strengthen the US division.
Mark Henry- big monster who will job.

SD:
Matt Hardy- glad for this. will be able to further develop his character as a heel.
Finlay- good worker.
Hart Foundation- great move to get them off ECW. Should further impress.

ECW:
Shelton- wasn't doing anything on SD. Maybe he will compete for title, but I see him as a spot artist.
Goldust- nowhere else to put him. jobber.
Regal- should get somewhat of a push and compete for the title. quality heel.
Bellas- eye candy.

RAW:
Gail Kim- She will be a good secondary face to Mickie and she is great in the ring. She can put on some great matches with Maryse, Mickie and Beth.
Alicia Fox- I dont know how great she is in the ring but I expect them to put her as someones backup/manager.
Swagger- I think he will be a main eventer in no time. I think for now he will join Legacy.
Bourne- He can have some good matches but I cant really see him getting very far up the card.
Mark Henry- He seems to be turning face and I think he will get up to the upper-mid card but I cant see him making it to the main event with Hunter, Cena, Batista and Shawn around.

SD:
Matt Hardy- He's much better off on Smackdown. He was going no where on Raw but on Smackdown I think he will go far.
Finlay- I love the tough Irish bastard gimmick and now that he is on Smackdown, he can have some good feuds and some good matches.
Hart Foundation- A good addition to the tag division and the Women's division. I'm glad to see them on Smackdown so I can see them more often.

ECW:
Shelton- Hopefully he will get a push to the main event on ECW like he deserves.
Goldust- I think he will be a comedy figure and I think he will mostly job to up and comers.
Regal- Hopefully he gets a ECW Title reign like he deserves. I think him on ECW is great because he can help teach the younger guys the ropes.
Bellas- There must be a reason they brought them to ECW, lets just see what they do.

Well Shelton and Regal are great talent for ECW to have. I would be happy seeing either of them in a feud with Christian. The biggest problem with ECW right now is that Tommy Dreamer shouldn't be champion for any longer. His matches are not good enough to be the only ECW match on a card. I really can't think of an opponent that I would enjoy seeing him wrestle one on one on PPV. I like him but his title run should end at NOC.

Now that a lot of the younger talent has shipped off I can see a lot of new faces joining the roster soon as well.

I really want to see the Hart Dynasty challenge Edge and Jericho for the tag titles.

Finlay to Smackdown is still a questioning move. I really don't see the point of it.

RAW

Gail Kim: Hopefully she get's alot more on screen time over at Raw..
Alicia Fox: She's terrible and I don't want to see her anywhere...
Jack Swagger: Swagger has a bright future on Raw.. If the WWE decide to capatalize.
Evan Bourne: Will either be pushed or left behind. Feud w/ Kofi would be nice.
Mark Henry: Face is good.

SmackDown!

Matt Hardy: I hate Matt Hardy, but he'll be heaps better off on SD alongside guys like Jeff, Edge, Jericho and etc. Who he has history with.
Finlay: Really happy about this move. Heel turn would be nice..
The Hart Dynasty: I'm liking this stable and by being on Smackdown can only be good for the youngsters. Edge and Y2J feud would be immense!

ECW

Shelton Benjamin: Good call WWE. Should be in the Main Event scene on ECW.
Goldust: Comedy..
William Regal: Nice move. We will probably see another side of Regal on ECW. It will obv. get him more air time and some more intense matches. Should be good.

I Can see them putting alica fox with Beth And Rosa would be a decent heel stable.
