This is supposedly the last time Vince gave the go ahead. We know others have done without permission and got in trouble or like Lesnar and few getting it "the hard way".
The only times I have a real problem with it is when there is no blood in a match that blood would improve. The likes of hell in a cell matches, elimination chamber matches, steel cage matches and when two people have an intense rivalry.
The Seth/Dean feud from late last year needed it. I think they had a match at HiaC and that was definitely a spot that it would've enhanced the feud/match.

Blood is necessary to emphasize the intensity of a match or rivalry. No blood reduces credibility. But there must be limits. Perfect example was Summerslam when Lesnar vs Taker had some blood but it wasn't exaggerated a la Flair.
I DO hope Vince bans drooling. THAT is disgusting. It's bad enough every time I watch a football match on TV the cameramen have to pan on someone hacking a loogie on the field, but on indoor arenas where nothing absorbs the bodily fluids? Eww!

Has anybody ever seen a match where the workrate didn't go to complete shit once they started juicing? Blood might be great for storytelling but it turns every match into a brawl. I would figure with 90% of WF being "muvez" guys, you all wouldn't want blood ruining the move, cover, kickout flow.
Pretty sure Vince wanted blood to stop once Cowboy Bob Orton's Hepatitis C which can be spread through blood become more known. The real blame for this goes to Johnny Ace who clearly knew of this but never told the Undertaker.
Eh you don't need blood all the time like in the AE, but it's nice to use once in awhile. I thought LU did a good job of that, not every match had blood in it, but the ones that did helped the story imo. That Pentagon Jr./Vampiro wouldn't have been the same without the blood.
