Generally when I look at WWE the first thing I advocate to change its current condition is to put more belts in:
The way I understand it:
A Card-WWE Title: Best Superstars
B Card-IC Belt: Your developed stars who are good
C Card/Bottom Card-US Title: All your rookies, gimmicks and side shows.
Tag Team-Tag belts: For guys who naturally are tag, but also for development.
My case:
1-B Cards. Cesaro, one the best wrestlers in the business and a personal favorite entertainer. He is shoved into all these tag teams cause he has no other options. This is not all his fault, he obviously develops himself with each new challenge, but he is overall B and above. Well there is little room for B cards, the majority of the wrestlers are a B, and they got nothing unless get their own niche.
2-All the ones who made it to A, but got no where else to go now, like Shaemus, Daniel Bryan, Ziggler, and Del Rio are here, and all the vets who have no where else to go who aren't main cards like Henry, and Big Show. This is where the Heavyweight Title came into play, and should be brought back. It was a buffer between WWE Belt, and IC belt. Without it, guys are forced back to IC or Tag Teams. I see this as a major problem. Like Barret, he is limbo cause he will never get into Title area, even with King of Ring win.
3-To get into A Card is for the few, even harder to stay. The small group who even get a shot at WWE Title in a calender year is slim, since 2013 6 people have held it, 3 were vets like Orton, Cena and Lesner. The few ones who actually had title shots, like Ambrose, Reigns, and probably a couple more since 2013 who had a shot but didn't get it. Authorities chosen ones always take at least 1 spot along with the 3 vets I named. Which means there is literally at any point in time 2-3 spots tops for B cards who made it.
4-With Cena having the US Belt, all the rookies and gimmicks can't get anywhere, it crumbles the whole system and now we got a mad influx. With Neville, Owens and Zayn all coming in, along with other rookies like Fandango and Adam Rose they can't develop, not only cause the American belt is hogged, but cause we still have many guys who haven't developed past the US belt, let alone even close to the IC group, plus there is many stuck in limbo between US and IC cause they can't get into IC group so they hang back. These guys can never catch a break, and are the ones who are clogging the lower to mid cards. So unless of course they have a niche, which is usually some sort of gimmick, they ain't getting on the card. Like Miz.
5-Guys like Sandow, Harper, Rowan, Axel, etc. they are not in IC group, yet they aren't exactly going after US Belt. They have developed their character but have room to improve, but have nothing to work with to really hone in their craft. They have been cutting whatever niche they can get to get a spot. They should bring ring back the Euro Belt. With it, guys who can't contend for the IC, but have developed, can have a place to go, and not crowd the US lower cards. So rookies with real promise can do their thing.
Extra-Divas group is just as bad. Nikki in 6 months, only fought with her title on the line in 2 PPVs. She has done more tag teams than title defenses. What I suggest for womans group, which boggles my mind why they don't do it, but make make Diva's Tag Team belts. I have seen old school wrestling and woman always fought in tag teams. Divas Roster is getting overloaded, and with Tag Team belts, we can actually have more than 1 Divas match at a PPV.

What I am proposing: (with examples)
Rookies-US Belt (Neville, Zayn)
Developed but Young-Euro Belt (Fandango, Sandow, Axel)
B Cards with future-IC Belt (Rusev, Rowan, Wyatt)
Vets and Stars-Heavyweight Belt (Barret, Cena, Orton, Lesner)
Main Guys-WWE Title (Rollins, Ambrose, Reigns)
Guys who Need Help/Guys who just do Tag-Tag Team Belt (Usos, New Day)
"Real" Main women-Divas Title (Paige, Summer Rae, soon Lynch)
Vets and Younglings-Divas Tag Belt (Twins, anyone with Tamina, 2 rookies)
