WWE has RAW on USA every week, and Smackdown as well. 5 hours total. Both shows are PG.
WWE has a PPV once a month, on the Network. That's PG too (i think?).
They now have their own network - why not use it to launch a 3rd show?
Cut RAW back down to 2 hours. (maybe not at first, but eventually if this 3rd show works, so they don't have too much tv shows in a week).
Make a show called WWE Nitro (don't actually call it Nitro - I just suck at names. Someone can come up with something more creative i'm sure) that is exclusive on WWE Network. Let's place it on Tuesdays, at 8pm. 8-10pm, 2 hours.
Have this show be non-PG. Have it be TV-14 content. But within the existing storylines. Here's an example:
Russev/Cena are feuding right? Well - Raw/Smackdown are all about poopy jokes, and about raising flags, and about Cena/Russev getting into each other's face.
on Nitro - run a more adult-themed angle between the 2. Maybe a bloody brawl, or maybe a sexually themed storyline involving Lana
Orton/Rollins. Have everyting that happened on Raw/Smackdown stay the same as is for their feud so far but:
on Nitro this week - have Orton come out and cut a non-pg promo. Have him drop F Bombs, or other language.
Could something like this work? WWE still keeps its sponsors happy with having PG content on TV with commercials - but also has a non-pg show that caters to the audience they really need (adult males) if they want to sell network subscriptions.
This new show (NITRO) doesn't even have to be in an arena setting. Make it something different. Be innovative. Remember that RAW after Royal Rumble shot in WWE Studios? Well - do that. No matches - just angles, interviews, promos, etc. Or - you can have matches too, maybe not just in front of a live audience? See if it works.
