Don't want him called up, he'll probably be given a terrorist gimmick or some shit like that. Keep him down in NXT where he can have some awesome matches with Steen, just like the good old days.

That's not necessarily always a bad thing. Muhammad Hassan had a similar gimmick it really helped get him over and receive massive heat and probably would of led to some success for him if he hadn't been so abruptly released for some reason that I can't remember. Now, I'm not familiar with this guy AT ALL but I think if he is going to debut on the main roster fairly soon he has to debut with a solid gimmick that only add to skills he already has. And if he really is the "future" like alot of people have said then it all depends on how WWE books him. If they book him like Cesaro, Barrett, or Ziggler then he is screwed but if HHH/Vince truly believe in him and is booked similar to Reigns, meaning not too look strong but rather solid not the crazy up and down and up and down booking that Cesaro & co. received then he will have a bright future.

I think his NXT booking would work on WWE television.

Have him win over the crowd's good graces with his positive attitude and fantastic wrestling(don't limit him you WWE management muppets).

Have him lose matches and get put down by the bigger stars to sell the underdog angle.

Have him enter feuds in the mid card, like one with Cesaro, over their feud in NXT. Have him go over Cesaro in the end.

Have him win some tag titles in the mean time, maybe the IC, just to get him some more experience out there with the crowd and exposure.

Eventually as the years go on, get him main eventing. Bring up the "you don't have the necessary edge to be champion" angle. Losing too. Gotta be like wine. Age the effort and the pay off will be huge.

Then, eventually, give him the big one. Doesn't matter if its at a Summerslam, a Wrestlemania, fuck it'll work. It would be a big deal.
