I would question where these shows are being held. WWE may be sending their B and C shows to larger metropolitan areas like NYC knowing that they'll still get the numbers and sending their A shows to smaller areas hoping they can get people to travel out of the wood-works so they can increase sales.
Also the A headliner may have a weaker under-card while the B show may be stronger from start to finish. Just some thoughts.

The anti-Reigns crew will be all over this (I myself am impartial but there's no way he's ready for the spot he's about to get and even he knows it).
Say what you want about Cena but he still does strong numbers in the paid gates and it's nice seeing Ambrose drawing the biggest number with Kane.
Saying all of this though, I wouldn't read too much into these figures. There's more factors than just the main event that sell tickets in WWE these days (the brand alone will see kids drive their parents crazy for tickets).

It should be noted that most of the Ambrose main events were actually shows sold with Reigns as the top star when tickets were put on sale and for WWE, most tickets are sold the first few days.

I don't hate Reigns, but I think that Ambrose or Rollins (Wyatt too) are more ready for the Main Event role than him.
He's not ready and he's gonna be pushed like If he was better than the others(I honestly believe that he is not better than the others members in anything) Can he be better? Sure. Is he ready NOW? No and I strongly believe he won't be at WM 31 time.

OP conveniently failed to mention most of Ambrose's house shows were brought in advanced when Roman was the top star on the card. Roman got injured so Dean took over. Those are mostly Romans sells lol

I'm an Ambrose fan, but whenever I attended the Belfast house-show he headlined last month, it was abundantly clear that people came to see the WWE brand rather than any particular top star. I heard a few families who thought Cena would be there (he was on the other crew), and the video-wall they had hooked up to the Twitter feed posted the occasional comment about people looking forward to seeing Reigns or Orton (both initially advertised, then swapped out). As it happens, Ziggler got the biggest face reactions on that house-show, but Ambrose was accepted as a legitimate headliner during his main-event match (a handicap against Kane & Wyatt).
All that said, I think the WWE name means far more than any star -- most of the casuals in attendance are just going to see 'wrestling' rather than a particular wrestler, and some of them think they're going to a TV taping when it's a house-show.
