Should WWE book up and coming superstars as 'cool' heels to get them over as faces?

Nowadays a lot of the cool heels get cheered over the generic faces. Eventually they then turn face.

Recent examples include CM Punk, Bryan, Ziggler, Cesaro, Fandango, AJ, Wyatt's, The Shield, Barrett and even Orton was cheered as a heel back in 09.

Should they continue with this formula?

No. What they should do not make their faces so generic.

Instead of bringing someone in as a cool heel to get them over, why not...um...idk book a superstar to come in as a "cool" face? Faces should have personality too.

Why not a combination of both, a "cool" face feuding with a "cool" heel would make an incredibly entertaining feud.

a cool face that doesn't act like a goodie two shoes is what they need. Also fans love the underdog which is part reason they fell inlove with Bryan. With Cena and Sheamus what's to root for? The heels feuding with them come off as the underdogs. Babyfaces are suppose to be the vulnerable ones. But the booking is backwards.

WWE need to make their faces more appealing and cool and give them promo time to establish themselves. I think WWE is doing what you suggested with Cesaro right now though and are letting him tease being a face during matches only for Heyman to stop him, which draws him heat. They'll pop huge when he finally turns on Heyman and turns face.

A lot of it is down to booking. Heels generally get booked stronger than faces on a week to week basis, and that helps get them over with smarks, especially if they get given promo time to showcase their abilities.
