Joker and Darkseid. I mean Darkseid is the ONLY one to pretty much destroy human will and take over the Earth AND kill Batman. But then again, Joker made himself King and enabled it so he could kill Batman over and over again.

For me the greatest villain in comics will always be Carnage. The absolute perfect opposite of the hero he faces off against.

For Spider-Man, his mantra explains his mission: "With great power comes great responsibility".

It is the exact opposite for Carnage. To him, with great power comes the ability to do greater harm. There could not be a greater disparity between a hero and villain, yet with so much in common. They both suffered psychological trauma at a young age. Peter Parker used it to strengthen himself, and rise above it. Cletus Kasady pulled it all inside himself, and allowed it to drive him insane, and fuel his rage.

Magneto owns them all. He could kill any other villian, most of them easily. Also has the best backstory and tons of great battles, argubly more than any other villian.
