I thought Deb did frame Hannah, because of the line a little earlier in the episode about doing whatever it takes to keep her away from Dexter or whatever it was. She'd tried to convince him that he would always be in danger, and that got her nowhere, so she took the next step and convinced him that he'd be putting her in danger, which did it.
The bottle in the car made me think again slightly, but I think Deb carried out with her in that scene, and Hannah wasn't alone with it. Plus you'd think a detective wouldn't pick up a water bottle near to someone she knows is a murderer, tbh.
I've only just finished watching it and I haven't gone back over it or read anything else so far, but yeah, at no point did I buy the fact that Hannah did it.
Possibly she staged the crash and then drunk the water? I dunno, like Seabs says they didn't show it, and there could be a reason for it. They made a point about how messed up the car is while mentioning how lightly Deb got off (broken wrist, out of hospital that quickly, up and about etc).
I'd probably consider it a SWERVE~! if Hannah did do it, on first impressions, but I wouldn't put it past the show. I'm assuming she's just been pushed out the way to get it down to Dexter vs LaGuerta in the finale.
EDIT: agree w/ you Scrilla, the point of the last couple of episodes is surely the fact that Dexter's abandoned the pretense of the 'dark passenger' and has embraced the fact he wants to kill bad people/those that wrong him/threats/whatever. The near-chainsaw murder as opposed to the clean knife to the heart, while obviously relevant in the situation, has to be a hint at a darker side & Dexter killing for purely selfish reasons. The writers have to follow through with that surely.
