I watched season 1. Your man from veronica mars appears, turns out to be this big bad guy, disappears for about 6 episodes, reappears to tell jim caviezel he is back at the end of an episode and then disappears for another 6 episodes.

Amy Ackers arc only lasted 3 episodes as well.

Those flashbacks add nothing from what I saw and there wasn't any real over-arcing story and 90% of it is pure fluff of jim saving some random.

It might not be like other shows in the way their story arc's tend to happen, but in the context of Person of Interest it does develop it's story-lines, I get what you're saying, but it's not the kind of show to have 2 seasons completely attached to a certain character.

You still haven't explained how there's no plot or character development though. I can get why someone might not be a fan of the way it's written with multiple story arcs in parallel that don't get focused on every episode but those reasons for not liking it don't apply here. The whole show so far has basically been developing John and Finch's characters and slowly revealing more and more about them and their past and the plot is pretty clear from where I'm sitting. Won't go into depth to avoid spoilers and end up with a long essay but there's a pretty clear direction with the overall synopsis of the show and the point of every episode.

I don't mind a show having multiple arcs just arcs get completely abandoned for too long (the Elias thing really annoyed me). The plot development might have been an over exaggeration but it felt like I could just watch the first and last 5 minutes of most episode and not have missed anything.

I didn't think either of the characters developed at all in the time I watched it, there was nothing outstandingly revealing in the flashbacks that you couldn't work out from the first episode.
