Supposedly it was legit. Dr. Death Steve Williams was "supposed" to win it and further his tough-guy push. Then he got injured and knocked the fuck out by Bart Gunn. Whole lot of other wrestlers got injured as well.

I recently rewatched it, and I think all of Bart Gunn's KOs after Dr. Death were works.

the fact that WWF's nobody champ got buttfucked by an out of shape boxer almost instantly should tell you all you need to know about how real the tournament was

As far as I know, most of the tournament was a shoot. It was set up so Dr. Steve Williams, a tough guy in real life, would win an become a main eventer. Plans changed when Bart Gunn knocked him out.

I heard the ref for Williams first match was more lenient to him as far as awarding him points. Also, I didn't watch closely, but some say that Bradshaw took a dive in the finals against Bart Gunn.

Yeah Dr.Death was suppose to win the tourney and feud with Austin afterwards. He lost, management was pissed and that was the end of his push.

It was legit. After JR went around acting like Dr. Death was the GOAT, he got knocked the fuck out by a jobber, who then got knocked the fuck out at WM by Butterbean. If it was kayfabe, it would have actually been entertaining.

Based on what I've heard from Jim Cornette & Bart Gunn, supposedly, it was designed to be a bunch of shoot fights where Dr. Death would easily win and ultimately be set up to work a program with Steve Austin at some point. Bart Gunn knocked him out and basically ruined the whole plan, so as punishment, he was thrown into the Lion's Den with Butterbean.

Jim Cornette did a really explanation of it.

The whole thing was a shoot, they made it a shoot by putting up a large amount of money that the winner would actually win since it'd make the guys actually bother to try and win rather than taking a dive.

Dr. Death was supposed to and expected to win the entire tournament and proceed to a monster push. He tore his hamstring in one of the matches before (or during) his match with Bart Gunn. Bart Gunn was way more of a legit fighter than anyone gave him credit for and knocked out Dr. Death.

Because their plans were ruined they put him in the Butterbean match as punishment.

It was pretty low of WWE to punish Bart Gunn. Was it wrong of him to try his best to win?
