Al Snow was gonna get a run with the ECW title due to how over he was in ECW but decided to jump back to the WWF instead. I read this somewhere but I don't remember where.

I'm guessing those names would have been Warrior, Santana, Crush, Bret Hart, Savage and Undertaker.
I saw a shoot from Santana and he mentioned being considered to be champion; he didn't speak well of Bret (jealousy?). The business definitely would have tanked; the guy was a great talent but he was mostly a jobber after 1988 and I think the El Matador gimmick was made to make him interesting again, to no avail.

YES he would have been marketable to a Mexican audience but that would be it. Guys like Bret, Undertaker or Savage could sell out in any country and cater to any audience.

Back in 1988 on the same card Andre beat Hogan for the title, Randy Savage was scheduled to defeat Honky Tonk Man for the Intercontinental title but Honky Tonk Man basically refused to do the job and the finish was instead changed to Savage going over by count out.

On the note of Andre going over Hogan for the title, WWF essentially spoiled Hogan's title loss with ad materials for Wrestlemania IV, with the tagline of "will Hulk Hogan regain his title?" and various radio and newspaper outlets had spread the word that Hogan was going to drop the title.

There's always the element of Vince telling these guys what they want to hear to keep them motivated. Or alternative long storylines that really were never likely to place anyways.

Lex Luger was on record saying he was going to win at WM 10 and then he blabbed about it at a bar and Hart won. Really that outcome was decided at the Rumble when Hart out popped him in the disputed finish. If you're Vince you got to string them along at times to keep them motivated.

Luger debunked that urban legend in a 2009 interview:

He called me into his office, this is months and months before WrestleMania, and he goes, "Lex, you know, you're not going to be winning the belt at WrestleMania." And my ex-wife Peggy had some really good friends out of New York. Their family had kids the same age as my kids, so I wanted them there no matter what. So I said, "Vince, I just want them to go to the event with their friends. It doesn't matter. That doesn't have anything to do with me wanting tickets." So he let me know months out that I was not going to be World Champion at WrestleMania because he was worried about me flying my whole family in to celebrate me winning the title and he was courteous enough to tell me that I wasn't winning the belt. So I knew months out.

I know it sounds like a long shot, especially if one has never watched any of Dr. Death's matches outside of the WWF, but the original plan for Wrestlemania XV was Steve Austin vs. Steve Williams. Bad ass vs. Bad ass.
Jim Cornette, who was on the writing team at the time, has confirmed this in multiple shoot interviews. And I'm fairly certain I've heard this confirmed by Jim Ross & (I want to say) Michael Hayes.
