I've always heard that Savage gave Hogan the black eye. It was said that when questioned about it after WM 9, Hogan said he didn't want to talk about it.
Regarding the Dusty Rhodes situation, I've read that WCW in 1988 was in a power struggle between Flair & Dusty already. Flair was able to broker a deal with TBS which increased his power to determine his own finishes and angles. Dusty was upset because Flair went behind his back and it decreased Dusty's power. So, I guess in a form of revenge, Dusty tried to book Flair for only 5 dates in December 1988. And in reality, the plan was already made for Flair/Steiner at Starrcade but with Flair & Crockett being so tight, it got switched to Flair/Luger. I heard the reason for that was that Flair threatened to quit.
So, Dusty began losing favoring with the WCW executives but the final straw came on 11/26 when he violated Turner's stance on excessive bloodletting, which many said was Dusty's way of getting back in favor and aligning himself with the hottest babyface (Sting) against the hottest heels (The Road Warriors). And that was the end of Dusty as a booker, as Crockett/Flair began to take over and Starrcade '88 was Dusty's last match in WCW.
But yeah, it wasn't a rumor, Dusty actually did book Steiner to go over Flair and basically, Flair threatened to quit, Dusty was removed as booker and eventually fired for ignoring Turner's policy on blood.
