He was probably in position to win it in the WWE but left for WCW. In WCW, he got guaranteed money and admittedly stopped caring as much which made him unreliable [His physique shrunk, his alcoholism and drug use started catching up to him, etc].

Or Razor wins Rumble match, beats Diesel WM11 & loses 2 Bret Survivor Series 95 but HBK was gonna be next WWF champ bak then. Shame he could've had good WWF title reign in 95

In his Razor Ramon run, he didn't necessarily need the title even though he was fuckin over and giving us good performances. IMO he could have been a WWf champ instead of Nash but he didn't need it that much.
Later when he made history in WCW with the nWo he should of been champ imo. That was his absolute peak but I guess people felt he was to unreliable to carry the title because of his partying and drinking and all.
Imagine Hall being WCW/nWO champ after the hogan/sting feud instead of Hogan. That would have been much better instead of crappy wrestling (hogan) main events.
It's a shame because IMO he was a full package too. He had all this:
Presence
cool look
charisma
inring skills that could make anybody look good
awesome seller
promo skills

According to a 2007 interview with The Torch, Scott Hall said he was just never interested in being world champion.

Yeah right, what was he there for then? Crack?
If you dont aspire to become workd champion why the heck are you doing there in the first place, especially being talented and having that body. The paycheck was going to be better when you are champ

^It's true though. TNA wanted to give him the NWA title in 2002 and he turned it down. I'm sure he wouldn't of minded being WWF Champ though.

I agree that he was the full package, and he could've done great things as champion, but his reliability issues were a lot worse than you're making 'em sound.
