I don't remember how they explained it but in terms of realism - hanging someone like that would take a fair amount of time to kill them.
The traditional method of killing someone by hanging is to have them fall a distance with the rope around their neck which then breaks their neck - instant death. It's not actually about choking them out which this would do so much more slowly. So in theory they could say he was cut down before it got to a critical stage.
Anyway, as far as that goes, it annoyed me for years that they didn't allude to this when talking about what a bad bastard Taker was inside HIAC. I understand it now as the guy is dead and they don't want to show a man who passed much too young being hung for the sake of entertainment - but at the 2000 Armageddon HIAC for example they talked about him beating up Shawn and tossing Mick off the Cell and how he was such a bad guy - but they ignored the fact he fucking HUNG a dude in there.
Always bugged me.

This was one of the moments where you think holy shit despite thinking that you have seen it all in wrestling. A match between members of two of the most memorable and popular stables what will later merge into another memorable and popular stable. 2 guys who had gimmicks who suited well in the Attitude Era and one of them (Undertaker) had the gimmick at the time what was considered by many fans as his best, it was also a type of match that Undertaker made famous and those facts alone made it a great moment.
People bashing this match and the end forget that 98-99 was a time where shock TV and story telling was more important and more popular than actual wrestling matches thanks to Vince Russo who recognized what the fans and the generation from that era wanted, even if Undertaker had a match with Shawn Michaels, Bret Hart or Kurt Angle at WrestleMania XV it would be the same match and the same/similar ending.
This era was all about shocking and it was successful no matter what you think about it 15 years later and that makes it a great moment because of the circumstances so I have no complaints about it.
People talk about it more than about Undertaker vs Jake Roberts at WrestleMania VIII or Undertaker vs Randy Orton at WrestleMania 21 so it's one more proof that Russo made everything right
