WCW had a habit of swerve finishes to ppvs so that the following night's Nitro would get ratings. I don't remember this, and it makes me want to see what happened the next night, so evidently, the plan worked.
I think the original plan was to have Savage vs. Hogan at Starrcade for the title. So this was to start tension. However Hogan ended up getting a movie deal and had to leave TV for months so Hogan ended up getting "suspended" I believe.
The Starrcade main event ended up being Flair vs. Sting vs. Luger and the winner immediately went on to wrestle Savage.
