Writers? In 1994!

It was Vince McMahon and Patterson booking. Many of the promos were ad-libbing their generic promos. Not too difficult when Raw was only one hour and consisted of Jeff Jarrett pinned jobber; Shawn Michaels pinned jobber; Yokozuna pinned jobber etc. The biggest creative decisions were Tatanka joins the Million Dollar Corporation and Undertaker being seen at a gas station.

I vaguely remember hearing Taker wanted to take time off to be with his sick father at that time and so having him annihilated and put in the casket was done to write him off the show for a while.
