That's a hard one and they are probably both on the same level overall but I would have to go with Macho. Flair obviously has the longer career, was a huge draw and has been given so much respect from WWE that fans can not fail to appreciate him. Savage was ignored for so many years, it unfortunately did affect his legacy as many people under 20 did not have a clue who he was until he passed away.
But, I think Savage was definitely more popular in terms of mainstream appeal back in their primes - he was in the WWF (nobody in my school class knew who Ric Flair was when he joined WWF because that is all we watched), he was huge in the rock and wrestling era only number 2 to Hogan (I hate it when people use this as an argument against Savage - absolutely nobody else would have been given a chance to be number 1 at the time and given Savage's size, it was a massive achievement to get to number 2 because monster heels were the craze), he had toys, he had commercials and later on, Spiderman. Savage was a pop culture icon back in the day.
