For being so cutthroat and determined to squash the competition, I can't figure out why he showcased ECW .... especially on Raw. Obviously I wasn't watching at the time, so I don't know the atmosphere, but I'm curious ...

I think maybe to try and get some edge over WCW when going after ECW talent? Regardless it's always an interesting part of WWE's history to read about.
1. He wanted to use their alternative style and wrestlers eventually in his own promotion
2. He wanted to piss off WCW

IMO, it's for two major reasons:
1. To have a better grasp on the talent than WCW had, allowing them to dip into the ECW without completely purging it -- basically treating ECW like a farm system.
2. It was a "dry run" on the edgier fast paced style to see how the WWE audience would react to it before he shifted the entire fed's direction that way.
I'm guessing for Vince, ECW was where his "developmental territory" ideas initially formed. ECW was on TV, PPV and it had a mixture of experienced, good wrestlers who in their own right had become (or were at least becoming) superstars - as well as young talent learning the ways there.
Vince had already obliterated the territory systems, where the next big thing almost always came from back in the day - and obviously wanted first pick at the newly forming superstars in ECW, therefore he supported them to ensure that was the case. And in some cases he sent guys he already had down there to find a character (Al Snow for example). It's really no different to how he used OVW and uses FCW (except ECW was actually successful to a degree and worth watching on some scale, rather than being a glorified training center).
I think also, Vince actually really enjoyed their product, even if he never admitted such ...
