I don't think Hall is forgotten. He was content with his role in the business. And if he wasn't, he would have stayed clean long enough for a company to get behind him and make him a main eventer.
Had he not left WWE, he would have had a sure shot at becoming a main eventer but he went to WCW, a company that had more than half a dozen legit main event stars who were much more reliable than Scott Hall.
I'll never forget Scott Hall, he's my second favorite wrestler ever. Nobody had more swag and the cool factor than the bad guy himself. He was great on the mic, very charismatic and catchphrase heavy but I take that as a good thing since it helped him connect with the crowd really well. He was also a solid in ring worker. His selling was great, some say he oversold but I found it reasonable and not out of bounds and I loved the punches he threw as well. He would get crowd involved too with some of his trademark antics and could draw decent too although I don't think he had face of the company potential, more of a supporting guy as a heel for the face to go voer. That outsiders takeover angle was already a success before the Hogan heel turn. He also had creativity and a great mind for the business like Bischoff said (responsible for part of Sting's crow gimmick for example).
Scott Hall was so natural in his swagger that it's IMPOSSIBLE not to like him. It's all in the little things like the slaps to the "look at you now", you can't even explain why he was so awesome in everything he did. All pure talent, charisma and personality.

Scott Hall would have been top 5 and one of the GOAT if it were not for his personal problems. He had a natural swagger and charisma that is almost unheard of today and only comes around once or twice in a generation.
