As for DX, it would have ended in a split with HBK probably turning face again at some point and beating a heel HHH IMO.
In a way I am glad it never happened. We never would have got Austin v McMahon, potentially never the emergence of the Rock if HBK continued to get his way and I am not convinced that Austin would have got the run with the title he had. No doubt HBK of 1998 would have politicked, pissed, moaned and bitched until he got the title back.
HBK went away for 4 years and by all accounts came back a much more unselfish and refreshed person which resulted in him excellently putting over guys who deserved to be put over and giving us some classic matches in the process.

I don't think anything was ever going to stop Austin/McMahon because WWE had began pushing that straight from Summerslam in 1997 with Stone Cold Steve Austin hitting Stunner's on Sgt Slaughter, Jerry Lawler and Jim Ross before finally hitting one on Vince McMahon and Shawn Michaels wasn't injured until The Royal Rumble in 1998 some five months later. You could tell though that Austin/McMahon was rushed to start with as Mick Foley seemed to just be turned heel for no reason to do Austin/Foley so i'd imagine Austin/Michaels would have gone through Unforgiven and Over The Edge instead before Austin/McMahon really took off.

My ideal scenario. X pac and nao join dx after mania and hbk feuds with Austin until over the edge with vince in the same position helping shawn as he did foley...
then vince turns on dx cementing their face turn. hbk and dx go back to feud with Owen hart..he joins the nation for help, then dx vs nation with hhh vs rock and hbk vs Owen feuding during summer 98 and shawn gets jealous of hhh winning the intercontinental at summerslam and the attention..
then a dx power struggle with shawn turning and joining the corporation as commissioner like it really happened late 98..hbk doesn't wrestle again until wm 15 vs hhh with hbk being in kanes position (kicked out of the corporation in favour of hhh) then he takes time off to do his wrestling school due to him being a p#ick backstage, on drugs and wwe doesn't want that on television..then finds himself and returns in 2002 as really happened

you say best, well not inculding recent incanations because they were lopsided and sucky i might agree with DX begin the best since the horsemen and nwo weren't in wwf
X pac would certainly been in the group anyway being a kliq member
NAO on the other hand i really dont know, they looked better in green sure but they weren't really in need of much back then

Owen Hart should never have joined the Nation, and shouldn't feud with HBK (Owen was a midcarder). They totally fucked up his feud with Triple H though, which could have been great.

I think Shawn would've gotten a rematch against Austin at either Unforgiven or SummerSlam. A match with Rocky would've been inevitable.

According to Shawn- The Outlaws would've been there even if he got hurt. It was clearly the buildup.
About X Pac- Well, he IS a kliq guy. He would've been there as well.
I wonder what were the plans- Maybe another feud with Austin.

Nah, HBK was great at the time, HHH was pretty good but still a few years from his peak, Waltman was past his prime but still a good hand, and the NAO were good in brawls are pretty crap in regular matches. Any version of the Horsemen smokes this group, and I wouldn't hesitate to say the Dangerous Alliance would be better. Flair, Arn, Tully, and Windham it'll never get better than that 4 of the best of an entire decade together in one stable.

I'm pretty sure the plan had always been to do HBK/Austin at Mania 15 in rematch from Mania 14. But given Rocks sudden, major popularity, he might have gotten the push to become Corporate champ anyway and face Austin at mania.
Rock was always groomed to become the man. It just didn't work out the way it was originally scheduled with his first babyface gimmick. But once he turned into the Rock, it was only a matter of time, whether HBK was there or not.

So what? Austin vs Rock happened at Mania 15, then at Backlash, then again on Raw, then (had Austin not been injured) happened again at the Series with Hunter in it, and then again at mania 16. That makes 5 matches in one year.
Even better example: Rock/HHH happened at Over the Edge 99, then twice on Raw, then at Fully Loaded, at Unforgiven 99 in a 6-Pack, again on Raw, at Rebellion 99, at the Series 99 with Show in it, at Mania 00 with Foley/Show in it, at Backlash 00 and at Judgment Day 00. This makes 11matches within 12 months. And they even continued the feud for several weeks after that. And every time they faced each other, the rating/Buyrate was huge.
I don't see any problem with Austin/HBK again in 99. Could have been even bigger with Vince and the Corporation involved. And you know, "Fantasy booking" is the whole point of this thread. Just saying.
