There are several plausible theories you could come up with, the main two being that they were short on heels and that Vince loves the big guys.

Mabel was the best option for a big man at the time. While Bam Bam was the much better wrestler, for one he wasn't much bigger than Diesel, he didn't bring in that "Oh wow Diesel may actually lose this!" while Mabel did, and secondly Bigelow had turned face only months before, another quick swerve would have just been pointless.

I'd also like to bring up Bam Bam's legitimacy as a singles competitor. While Bam Bam did very well with the Million Dollar Corporation, on his own they never let Bam Bam flourish and become a true contender. He hadn't won a singles bout on PPV since KOTR 93 and no one had forgotten his loss to Lawrence Taylor, he simply didn't fit the bill.

They needed a big guy and Mabel was there best option, simple as that, had they used Bam Bam better he would have already won the goddamn KOTR a year or two prior.

According to Mabel's shoot, he told Vince he wanted to do something new because Men On A Mission had run it's course. Vince told him he was going to turn him heel & give him King Of The Ring. Vince wanted Mabel to be his new monster heel and even gave him a big win over The Undertaker, even becoming the first person to cleanly pin Undertaker in WWE.

From what he says, he got a lot of heat from the time he broke Undertaker's orbital bone and that lead to his release but was told to get more training and they would bring him back.

It's easy to look back and say "Well this would have been better." Even still, making a star out of Mabel? If it was because he was a big guy, why not go back to Yokozuna as the top heel. They had all the talent they needed to have a good year, but just flopped with it.

Bret Hart should have held the Title throughout the year, not Diesel. Feud with a heel British Bulldog (I know it came late 1995, but sooner). Another feud with Yokozuna (Think he could have been a better main event heel with Jim Cornette added to the mix, with Owen and Bulldog fueling the fire against Bret)

It was just a stupid idea to put two guys that weren't good workers in a match against each other on any PPV let alone a SummerSlam.

Mabel didn't look like a serious monster either. He looked like a colorful hot air blimp or something back then, not a monster.
