He was actually getting legit heel heat with the crowds if you look back at some of his live promos during the build, but there was a clear lack of interest if you look at WM7 ticket sales and PPV buyrates. Paranoia and security costs can explain their complete failure of filling the Memorial and being forced into a much smaller venue, but nothing excuses the fact that it was their poorest PPV numbers for a Wrestlemania up until that point.

I don't recall Bossman and Trish getting X-Pac heat.

As for Right To Censor, they didn't get go-away heat in the same way X-Pac did. People legitimately hated X-Pac because they truly thought he sucked and were sick and tired of seeing the same DX character from 1998. People legitimately hated RTC because they were great heels and their gimmick was working perfectly. They were covering up naked ladies, censoring nude magazine photos, stuff like that. RTC are an extremely underrated heel stable in that they truly got under the crowd's skin with what they did.

I think Eddie Guerrero got X-Pac heat in 2001 with the "EDDIE SUCKS!" chants. Could be wrong but that's just how it came off to me at the time. I didn't feel it was down to his heel work.
