What If - No Steroid Scandal in 1991?

Interesting meta-what if....what if there had been no Zahorian trial and steroid usage continued unabated within the wrestling industry? There are a few obvious outcomes in the short term....Hulk Hogan probably does not leave the WWF in 1992, Bret Hart never gets a run as a face world champion, and Sid Justice probably serves a period as the face of the promotion.

Longterm, what effects do you all think would play out in WCW and the WWF during the 1990s if there had not been a financially draining steroid scandal in 1991?

The changes that WWE made still would have been made in time. MLB had their big steroid scandal and once that happened WWE would have had to make a bunch of changes anyway. But things could have gone a lot differently in the time between.

My guess...

We get Hogan v. Flair at WM8. They have a long feud that spills over until WM10.
Vince doesn't go with a youth movement and doesn't release Flair from his contract.
Hogan never goes to WCW.
Bret Hart never gets a Main Event push that goes to Warrior
Mr. McMahon never becomes an on-screen character
No Montreal Screwjob never happens
The Kliq never gets any power.
the NWO angle never happens
the Monday Night Wars never happen
Stephanie never marries HHH
WCW never goes out of business and is still owned by AOL Time Warner. They would have flown under the radar during the merger.
WWE never creates the Network
