Bischoff just rode the coattails of the NWO and Hogan to get any heat he got. Vince didn't join a huge faction that was already the biggest part of their show before Eric ever joined them.
Vince went head to head with the biggest face in the company and was good enough and believable enough to not only make it successful but be the biggest storyline perhaps ever, and overtook the angle Bischoff himself joined to get over. Gotta go with Vince on this one.
Well, Bischoff is considered an asshole and a heel in real life, so I'd say he's not only better than Vince, but also one of wrestling's GOAT heels. His cocky douchebag Raw GM gimmick carried that show back in '03.
They're both really good but Vince's legacy as a heel is a lot stronger.
The primary storylines carrying the era were NWO vs WCW and Austin vs. McMahon. NWO was primarily carried by Hogan not Bischoff while Vince had the Midas effect on everything he touched.
Vince was great but... Bischoff seemed to actually play the role better. I remember more from his NWO and Raw GM run with him as an actual authority figure with power while most of the memories with Vince are him peeing his pants or getting hit in the head by a bed pan.
Sure, one is fun to see happen, but looking back on it now, it's nowhere near as great as in the moment. Bischoff's runs have far more staying power and far more subtle so you can get more out of it.
Vince acted more like a pure heel, Bischoff sometimes greeted the fans and shook their hands when coming down to the ring (NWO fans, but still).
