I got all the respect in the world for Cornette, but I think his act just didn't work anymore by 1996. Times were changing and Cornette didn't really change from what he did so well in the 80's.
As far as 96 goes, I think WWE didn't really maximize what they had in particular Vader. In fairness to them they had some bad luck along the way with injuries and talent issues but they still had a lot to work with.
Even after Hall and Nash left They had Shawn, Undertaker, Bret, Mankind, Vader, Warrior (and later Sid) to work with at the top. In the mid card they had Austin, Goldust, HHH, Owen, Bulldog and while they weren't very good Ahmed Johnson and Marc Mero were over. The tag team scene wasn't all that great, but Sunny was such a huge star that even a match between the Body Donnas and Godwinns had people interested.
