Because in WWF the IC title was JUST AS IMPORTANT, back then if not more than the WWF title itself. Back before Benoit, Guerrero, Edge, Mysterio, Jericho, the ONLY guys with the exception of maybe Savage, Flair and Hart CLOSE to that championship were big men. Jarrett winning 6 IC titles was UNPRCEDENTED back then. WCW treated its belt like anyone could win it.

How the hell did WCW treat their belt like anyone could win it before Jarrett won it? Out of the 13 different guys that held the belt before Jarrett, 9 of them were either former or future WWF Champions. So, I guess they're just anybody?
Not to mention, big fucking difference from being in the mid card and feuding with D-Lo in WWF and being in the main event and feuding with one of the biggest stars of all time, Hulk Hogan, in the main event in WCW.
Take away the titles. How is being a mid card guy better than being a main eventer, especially involving a guy who quit WWF 3 different times because of how they were using him.
I don't even like Jarrett but whether it's AAA, WCW, USWA or TNA, he was always used better there than he was in WWF, simply because he main evented EVERYWHERE except WWF.
Not even trying to get you to agree with me but let's not sit here and pretend like being a mid card champion and being kept away from the top guys is better than being a main event champion, where you get to work the likes of Sting, Ric Flair, Goldberg, Hulk Hogan and Kevin Nash. Unless you're saying that's the exact same as working D-Lo and Al Snow.
