Considering you pretty much don't stop rejoiners it seems a fair enough solution.

my banning was completely illegitimate, as anyone who knows of the situation would attest.

I'd also like to point out the hilarity of this situation: I had this account for over a year without getting into any "trouble" no warnings or bannings or anything. Now all of a sudden, I've been banned 5-6 times in the past 2 1/2 months.

And yet again you bring up these 2. They rejoined before I had any knowledge of them, and that was ages ago. If either were banned now they would be IP banned. Both of them were over 12 months ago when I wasn't admin, wasn't my call.
