For a 2 hour live Raw, the common number is 9 segments (8 quarters + 1 overrun segment).
For a 3 hour live Raw it's 13 (12 quarters, 1 overrun)
For Smackdown, since it's taped and doesn't have a overrun, the common number is 8 segments. (same goes for Raw from back then when it was taped). A lot of shows also had just 7 segments because SD has always been more about wrestling .
The amount of backstage stuff depends on what story you're trying to tell. A typical Raw/SD would have one or two backstage skits after every in ring segment or match.
When Russo wrote the shows, sometimes he had two segments in one quarter. So if you rewrite the Attitude era part under Russo and do "crash TV", you have to do one or two more segments.
