According to wikipedia he wasn't. But he did hold the prestigious Hardcore Championship three times.

Thoughts on having Shawn Michaels being an Intercontinental Champion in a 2007/2008 setting? The 'E brought back Jericho and had him be IC champ, they also did it with Christian, what are your thoughts?

As with everything, it could work if done right. There's no point asking us, because it's you that should decide. Does it fit into your plans? Does it help you get from A to B with a story arc? Do you just want to do it to put the title on Michaels?
They are all questions you should consider and you'll be judged when it plays out.
Not every decision you make can be perfect, half the fun is/was the critique and the debates we all had back in the day on what was right and what was wrong.
BTW, I talked to Legend. He refuses to return until one, or both of ORRY or DDMac returns. Considering they are both dead, one of a self inflicted alcohol poisoning and the other of a robbery gone wrong, I'd suggest the chances of ever seeing Legend around these parts are slim to none. RIP.
...but never fear, I'm coming back, so we're all saved.

I just kind of meant do you think it is realistic, lol. I just think it's crazy he didn't hold a singles belt the last like 5 years of his career but he was still amazing. He could really bring up new talent and make some wrestlers superstars.

I think they're a must, if someone hasn't read a few shows and wants to get into the, it helps a lot.

I think a good video package says a lot about the writer. I don't think I'm alone in saying that they're possibly the hardest thing to write and to be able to write compelling, interesting yet useful and informative video packages on a consistent basis can really tell a lot about the writer. In terms of their importance, however, I don't think they're a must. They're an added accessory to showcase your talent as a writer/booker, or as a tool to flesh out the shows and/or make them more life-like. They belong in certain situations - The Wrestlemanias, the Summerslams, the main events etc. but I wouldn't discredit anybody for choosing not to write them for whatever reason.

What do you guys do when you are forced to write a promo for someone who you're not that good with and you don't feel it's up to your standards?
I haven't done a full show in months and am pretty rusty.. do you guys read other shows? watch promos on youtube with that person?
