If I find the persons thread readable, and see that they have potential, when I have time, I'll try to help them out with some feedback. Then there's the regulars that I follow, who don't really need to give feedback to, but since there threads are so good, I enjoy letting them know what I think.
I guess there's no real criteria though. I've had occasions in the past where I would just click on a random thread, and I'd end up dropping some sort of feedback in there.
I tend to give feedback most of the time to those threads that i enjoy. I want them to know what i'm enjoying but also what bits they could work on at the same time. Mainly though it's to let them know they are doing a great job in my mind and i'm being entertained. I think it helps motivate you if you know people are enjoying your work.
I will also leave someone feedback where i see that there is potential there to hopeflly give them my thoughts about what they can do to kick on.
I want to give feedback to a lot more people but i literally go in certain threads and can't even read them because either the layout or the spelling etc. is so bad. I know they are probably the threads that need it most but it is difficult to do, especially if you're putting time into trying to help them and they don't take it on board, which has happened before to everyone i'm sure.
I'm surprised nobody has just come out and said "I give feedback to those who give me feedback." As it seems that's the case 'round here most the time.
Stojy I think that is the case for a lot of people you're right, but not everybody is that way. I would certainly give feedback to somebody who has given me some yes as they've spent time trying to help me.
However not everyone works that way, i've reviewed several threads and not got any feedback in return, i just do it to let them know what i'm enjoying. If they don't wanna give me some in return then that's their choice.

Yeah, cp. Don't think I was targeting you or anything when I said that (last warning... <3 James ), I'm simply mentioning it in general as I forgot to in my first post.
And Hollywood, some people follow it, but a majority don't. Most people just give shitty comments with no real depth to try and get feedback in return. It's useless.
I appreciate reviews and all but sometimes I can't review back because there are some (quite a lot) of threads that just don't manage to capture me in. The layout/format is something that can make me decide against reading something no matter how good it is, if the layout sucks I wont be returning until it's improved, and then there are some that have a bazillion spelling errors, yes we all make mistakes but there are some that are... Yeah, too much.

I'm along the same lines as Stoj and cp. I might feedback folks as a thank you for inspiring/motivating me or just because on occasion. I'll return feedback if what you said helped me and you genuinely feel interested in what I do, so I'll return that as another thank you. But even then, I won't do that unless I'm interested in what you do.
And cp, I totally inteded to give you some 'thank you' feedback, but I've just been completely devoid of any kind of motivation this weekend
619, no problem with that(y). And Stojy, my bad, thought you were having a dig at me, apologies. Hollywood i totally understand where you're coming from with what you said also about people's layout and format, it can be very off putting.
