It does, if you want to end the segment in a certain way, like the heel attacking the face just after he signed the paper or something. You wouldn't even be asking this if you had a good idea what you want to accomplish with the segment, really.
Really depends on teh situation and who the champion is. In most cases the Face signs the contract first - wanting to face the champion and being the valiant challenger to stand up for the fans while the heel would want to weazle his way out of things or attack him after the signing.
