The death penalty certainly doesn't change anyone's mind about murder. That's not really an opinion either. If a Criminal Justice Degree and it's pretty widely regarded that while there might be some legit reasons why we should have it deterrence isn't one of them.
Yeah making harsher sentences can deter crimes but not murder since the penalty is already life in prison. Sure maybe harsher sentences on crimes with guns that don't involve murder might work but we would also just end up locking up people for really long periods of time and that comes with it's own set of problems.
Honestly if we're looking at ways to stop shit like this from happening we need to look at why these people were committing these murders. If I had to guess I would say many of these crimes were in low income neighborhoods and a good chunk involved some type of other illegal activity (like drugs gangs, or robberies gone wrong). Stopping people from getting mixed up in that shit would stop crime a lot more then locking a 20 year old until he's 40 instead of 30.
Of course just locking everyone up seems like the much easier idea and that's probably what's going to happen.
