I really don't know how to correct this behaviour besides taking the kids out of the upbringing that caused this. A couple solutions:
sterilization of an entire tax bracket
take the kids away at birth and raise them to be productive workforce
take the kids away at birth and raise them to be a productive militaryforce
bulldoze the entire neighborhood and build it a new at a price point out of their families income (every neighborhood this happens to, so every one they move to)

These are not people until they act like civilized people
