But car theft and burglary? Don't those seem to be very serious crimes with lots of property on the line that need quick responses and detective work to eventually apprehend a suspect?

How do you deal with a person who is desperate enough to try and use a fraudulent check when you can't get the police there to keep the situation in order? Do you just take it and take the hit along with it? Refuse and run the risk of them robbing you or becoming violent in general?
A guy I knew in school tried to use some forged checks at a store a couple years back, when they called him on it he pulled out a gun (not legal) and tried to rob the place. The cops were responding to the call about the checks however and were able to stop him.
Lewd phone calls is a tricky one though.. That stuff really can be the sign of a real creep, but it's also something that's largely ignored by the police anyway so I don't see any difference.
