I don't think this could possibly be a legal agreement. Granted it's not in the US but in he US this would never be considered a legal lease. You can't just evict people whenever you feel like it and keep their deposit.

Also who would ever sign this?

I had a friend who went private rather than going through an agent and the landlady made up whatever rule she wanted to. My friend wasn't allowed to use the washing machine, dish washer, 'new bathroom' etc, etc. And when he eventually confronted her on it, she just kicked him out.
