Does the reasoning behind such a thing really need to be explained? Why should citizens be subject to douche bags walking around with their ass hanging out of the back of their pants and the fly of their boxers visible from the front in the name of "fashion"?
Maybe I'll wear super tight spandex with the band of my shorts around my thighs next time I go for a jog in the park. Just adhering to my personal fashion sense, you know?
I mean, I grew out of sagging but I have nothing against the younger generation that does. IMO, if I'm expected to dress a certain way, how about you buy my clothes.
And a simple $25 fine does nothing in detouring people from dressing a certain way, so there is no stiff enough punishment in place to prevent them from doing so.

Is it a safety issue? I'm not necessarily a fan of 'sagging' pants but if folks wish to look like idiots that's their prerogative, as long they are not exposing themselves who cares. Similarly with your spandex example: whatever floats your boat.

No, it is a privacy issue. If I wished to see someone's ass crack or the outline of their penis through their boxers, I would ask, as would any other male of female interested. Since I am not interested in someone's personal hygiene or endowment, it should not be infringed upon my right to NOT be subject to the view.
Why don't we just all walk around nude then? There are nudists, after all. It's the same thing, just nothing left to the imagination. Freedom should apply across the board, right?
