For every person on your tribe who is carrying at least 1 backpack, you must wait 3 minutes. Let's say 5 people on your tribe currently have 1 or more backpacks (I'm not sure if it's 5 or not, just an example). 5 x 3 = 15, therefore, your tribe must wait 15 minutes between posts. Now let's say one of those 5 people has 1 backpack, and decides to give it to one of the other 4. Now, it's 4 x 3 = 12, therefore, your tribe must wait 12 minutes between posts.

Now let's go to how many backpacks each person has. Let's say Hiplop made a post to move 20 metres around the oval. If you want to post next, you need to take into consideration the previous paragraph (how many people on your tribe have backpacks, multiplied by 3 to give you a number of minutes you must wait), and how many backpacks Hiplop has. If Hiplop has 3 backpacks, 3 x 2 = 6, and therefore, you will have to wait 6 minutes, PLUS the minutes you calculated in the previous paragraph based on how many people are carrying a backpack.
