Now? Sure.
All time? Not a fucking chance. Steve blew him away in the ring and overall his promo's were more creative then Rocky's. See ECW shoot promo's, see his early WWF work (on the last page of this thread) among others. But Rock was great to, overall it's CLOSE when the total package but to say Rock is just better is a joke.
