One could argue that people with disabilities or old people have a lot of free time on their hands to look at the sky...i know i only look up to check how likely i am to get caught up in the rain by the time i get home.
As for the mentals, i know i probably wouldn't tell the media if i saw something weird in the sky for the very simple reason that people who do are treated as jokes with the ever-so-slight hints of irony by the media.
You could also argue that the experience is what made them lose it.
I'm a scientist, i'm perfectly aware that the possibility of life on other planets exists, but until somebody lands and says "hello", i couldn't care less about what somebody saw in the sky. Simple as that.
