A lot of the big faces aren't turning heel because they are too popular and make too much money to turn heel. And even if they did turn heel there wouldn't be any big faces that would be able to fill their shoes. There is a reason Cena has been in the title picture for the past 3 years and that is because he makes a lot of money for the company and there aren't any strong enough main event faces to take his spot.
