It is not personal. As evil as the governor is, Merle was the aggressor here. He ambushed the Woodberries (sic) and was rightfully killed by them. The fact that the governor did it personally makes no real difference.
From the Rickublics point of view the Woodberries didn't even break their peace-exchange-offer. It was Merle who escalated this thing. Merle died from his own actions. To Darryl it must be like Merle died from his own hand.
Ironically this probably saved them all, because the governor planed to gun them down.
Doesn't matter. The Woodberries are still evil and the Rickublic must fight them to survive.
