Default Making More Out of Randy Orton's 2 Strikes?

Before I get into the meat of this thread I want to post some facts. Randy Orton's last world title reign ended at Night of Champions 2011. Randy Orton was suspended on May 30th, 2012 for his second strike in WWE's Wellness Policy. His "Vacation" costed him appearances at Money In The Bank, Summerslam and Raw 1000, which was held in his home town of St. Louis.

Prior to his suspension he had been in Fatal Fourway for the World Heavyweight Championship and a feud with Sheamus was teased.

Now, the question I am asking is the legitimacy of his depushing has been BECAUSE of his 60 day suspension.

I'm not questioning whether or not it has had a factor, but if we're making it out that he's been despushed solely because of that.

Randy Orton has not headlined a PPV since Survivor Series 2010. Granted he was the champion going in to that PPV with the Nexus Storyline and John Cena a case could be made that he was only champion due to name value at the time and as a place holder for the storyline. Remember at Bragging Rights 2010 if Wade Barrett lost to Randy Orton, John Cena would be fired and at Survior Series the story still revolved around John Cena as referee and the Nexus. Without that storyline the last time he main evented was Night of Champions 2010. Yes, he did have a for month title reign, I'm not questioning that, only that he was not the focus of those last to PPV defenses.

He did have a hot storyline with Christian involving the WHC in 2011, however they never headlined a PPV. After that storyline he was moved out of the title picture as Mark Henry, Big Show, Sheamus and Daniel Bryan dominated the scene.

In late 2011 he was taken off TV repeatedly while shooting movies and injuries, but his feud with Barrett was pushed as an afterthought and it was really where Orton began going stale.

He headlined WM25 as a heel vs Triple H, that match wasn't given the best response and since then he has not either been in a whc, wwe or closing match at the PPV. We're going in Mania 29 and he technically isn't on the card yet, although it's a given he'll be in a match against the Shield.
Batista, John Cena, Shawn Michaels, Undertaker, Chris Jericho, Edge, The Miz, Alberto Del Rio, The Miz, Sheamus, Daniel Bryan, CM Punk, The Rock and Jack Swagger. Have all either been in a WWE,WHC or Closing match of Wrestlemania from 26-29. With Randy Orton's name value I wonder why wasn't he given higher chances up the card. I'd say his highest profile math on Mania since 25 has been against CM Punk, and that wasn't really booked to look like a top match, and it wasn't even until MITB that Punk himself was booked as important.

It's not like he magically went irrelevant when he got suspended, but obviously hasn't been used to his full potential sense.
