Tom Haverford (Parks and Recreation) - My face falls whenever he walks on, pretty much. Just an all around irritating guy, mostly.
Other characters like Callamezzo and Jamm off Parks and Rec, as well as Joffrey, just play their 'heel' role really well, and I can't say I actually dislike the characters.
