I'd say he was because he hadn't been around between Summerslam and Survivor Series. Then after his one month reign he didn't wrestle and disappeared until that promo between him and Y2J when he super kicked him after Jericho said he was broken down. He didn't start wrestling regularly til after his match with Jericho at WM.
