What would Punk have bad to say about either?
He respects both, and has said so in interviews (I'm 100% sure about Austin) and he has talked shit on Hogan, and others in interviews. I don't think Punk is afraid of any backlash... hence why he called out Jon Jones, Chris Brown, Lance Armstrong, The Catholic Church, among others.
They are all easy targets, Chris Brown and Lance Armstrong were being bashed by pretty much everybody when he called them out, the Catholic Church is hated by pretty much everybody. It's easy to call a villain a villain.
The problem is that he calls them out on issues he has a personal problem with like women beating and drugs but ignores these same flaws in others when it suits him. Austin is a drug using woman beater yet Punk goes out of his way to try to be compared with him.
It's okay for Austin to do the things he hates because it suis him. This makes him a hypocrite and leaves many thinking that these issues that he cares so much about are being used by him to get attention. Which is pretty low when one is woman beating.
